I'd suggest HP% gloves, HP% chestplate, and speed boots. You want to maximize her HP and give her some decent speed. Since her shield strength is based on her level for some reason, she really won't be good until level 50 unfortunately. I don't use her anymore outside of faction wars but her shields and healing were handy for my clan boss and dungeon teams early on. I actually really like Valerie and took mine to level 50. Books become one of the hardest things to get, and it's much better to use your first rare books on your starter (Galek in your case) than someone that you can easily get copies of. If you want to upgrade their skills, just run the appropriate campaign stages over and over until you get enough copies. DO NOT use them on Valerie, or any other champions you can get in the campaign. At this point in the game you may have been given a rare book or two. To do this for any champ, you either need appropriate skill tomes (commonly called books) of the correct rarity or a second copy of the champ and then to use the "Upgrade Skills" option in the Tavern. The other thing to note for Valerie is upgrading her abilities. That way she can provide an attack buff to the rest of your team before they go. The other thing you want to look for on her boots/as a substat is speed, because you want her to be one of the first people on your team to go. So on Valerie you probably want gloves to be either HP% or DEF%, and then the chest to be the opposite of the gloves. So the most important part of artifacts at the beginning of the game is the main stat and NOT the set they're from.
